今回の大規模掃討作戦では、バグダッドを地区ごとに封鎖し、武器捜索やスンニ派武装勢力、シーア派民兵組織の掃討を行うとみられている。ただ、マリキ政権幹部は８日も「作戦はまだ準備中」として、作戦開始を認めた７日の米軍報道官の発表と矛盾する発言を行っており、掃討作戦の全容は依然、明らかではない。
報道によると、マフディー軍幹部はすでにバグダッドから脱出し、潜伏しているとみられ、マリキ首相が大規模掃討作戦を発表してからすでに１カ月以上が経過し、サドル師派側も十分な回避措置を取ったものとみられている。
